NYC Small Business Resource Network (SBRN) Project Director
Program Overview
The NYC Small Business Resource Network (SBRN) is a collaborative initiative of the Five Borough Chamber Alliance that provides on-the-ground business assistance to entrepreneurs and small businesses throughout New York City. The Staten Island Chamber of Commerce Foundation (Foundation) serves as the fiscal recipient and administrator of the program, coordinating citywide business assistance delivered by participating Chambers.
Position Overview
The Program Manager is responsible for the day-to-day administration, coordination, oversight, implementation and evaluation of the NYC Small Business Resource Network. Working closely with participating Chambers, Borough Leads, business outreach staff, funders, consultants, and community partners, the Program Manager ensures consistent program delivery across all five boroughs, monitors performance and compliance, oversees reporting and consultant activities, and supports the successful delivery of services throughout New York City.
Under this initiative, centralized program management will transition to the Foundation, including the establishment of a full-time Program Manager position. The current part-time Program Manager will remain involved during the transition to provide continuity, transfer institutional knowledge, and assist with onboarding and implementation.
Duties and Responsibilities
- Manage the day-to-day operations of the NYC Small Business Resource Network.
- Coordinate implementation of contracts and program activities with participating Chambers.
- Manage consultants and consultant agreements, including scopes of work, deliverables, timelines, performance, and coordination with the Foundation and participating Chambers.
- Develop and issue RFPs for consulting and professional services, coordinate the review and selection process, and support the development and execution of resulting agreements.
- Serve as the primary liaison between the Foundation, participating Chambers, consultants, and funding partners.
- Monitor program performance, contractual requirements, key performance indicators, and borough-level deliverables; produce regular performance reports, identify gaps, and follow up with Borough Leads and Chamber teams to ensure required metrics are met.
- Maintain a thorough understanding of and oversee all SBRN-related reporting systems, databases, and platforms, ensuring data is accurate, complete, and entered on a timely basis.
- Prepare, coordinate, and ensure the timely submission of all required NYC and federal program reports, including programmatic, performance, and other funder-required reporting. Develop and prepare regular snapshot reports for all Chambers and ad-hoc reports as requested.
- Oversee development and implementation of SBRN initiatives, including Open + Online, Capital Readiness, Professional Services, and future program initiatives.
- Maintain and regularly update a comprehensive inventory of small business resources, programs, funding opportunities, and technical assistance, and proactively identify new government and private-sector opportunities that can benefit businesses served through the SBRN.
- Identify training needs, seek out appropriate training opportunities and providers, and coordinate and schedule network-wide professional development and staff training for Business Outreach Specialists across all five participating Chambers.
- Conduct bi-weekly SBRN staff meetings with staff from all five participating Chambers to coordinate program implementation, share updates, and address operational issues.
- Conduct meetings every other week with the Presidents of the five participating Chambers to review program progress, address issues, and coordinate priorities.
- Conduct weekly check-ins with each Borough Lead to review activity, performance, challenges, and upcoming priorities.
- Build and maintain positive working relationships with all partners, including agency representatives, resource providers, program partners,
- Develop and maintain program-wide procedures, implementation standards, reporting calendars, and key deadlines to ensure consistent execution across all five participating Chambers.
- Work closely with the Controller to monitor budgets, reimbursements, financial reporting, and grant compliance.
- Represent the Foundation and the SBRN in meetings with government agencies, business organizations, community partners, and other stakeholders.
- Perform other duties and special projects as assigned.
Minimum Qualifications
- Bachelor's degree in business, nonprofit management, public administration, economic development, or a related field.
- Three to five years of progressively responsible experience in program management, grant administration, nonprofit management, or a related field.
- Strong organizational, communication, project management, and problem-solving skills.
- Ability to lead and coordinate teams across multiple organizations, manage competing priorities and deadlines, and drive accountability.
Preferred Qualifications
- Experience coordinating multi-partner initiatives and grant-funded programs.
- Experience managing consultants, professional service agreements, procurement processes, or RFPs.
- Experience with city and federal grant reporting, compliance requirements, and performance-based program management.
- Experience with grant reporting, CRM systems, data management, and performance tracking.
- Ability to build collaborative relationships with government agencies, businesses, community organizations, and partner organizations.
- Strong commitment to supporting small businesses and economic development.
Salary and Work Arrangement
Salary: $80,000-$100,000 annually, commensurate with experience and qualifications.
This is a flexible hybrid position based out of the Staten Island Chamber of Commerce Foundation's office in Staten Island, New York. Remote work flexibility is available; however, the position requires in-person availability for meetings, trainings, events, and other program needs.
The Project Director will also be required to travel periodically to participating Chamber offices and other locations throughout New York City's five boroughs.
The specific in-office and remote schedule may vary based on program needs, the employee's proximity to the Staten Island office, and their ability to meet the position's in-person responsibilities.
Regular local travel throughout New York City is required.
